Amend Prior Orders Concerning Appropriation of County Fire Protection Funds

1. This order amends Court Order No. V.A.3.a dated December 9, 2014.
2. The Court finds that the twenty-five incorporated volunteer fire departments ("Departments") of Brazoria County and the Brazoria County Fire Fighters Association ("Association" or "BCFFA") provide fire protection to the residents of the unincorporated areas of the County and that it would be appropriate for the County to contract with the Departments and the Association to fund such services pursuant to Texas Local Government Code §352.001(c).
3. The Court authorizes the payment of $525,000 to the Departments and the Association as follows:
a. to each of the eight departments located in Emergency Services District No. 2, $18,000 each;
b. to each of the nine departments located in Emergency Services District No. 3, $15,000 each;
c. to each of the eight departments not located in an Emergency Services District, $21,000 each;
d. to the Association, $34,000 for the maintenance, use, and improvement of the Brazoria County Fire Field; and
e. to the Association, $44,000 will be allocated to the Association, consisting of $17,000 for operational expenses and needs as determined by the Association and $27,000 for the purchase of training equipment and capital improvement projects, with additional funds designated to support the training center’s operational readiness through the installation of IT infrastructure, procurement of furniture, and acquisition of essential building furnishings.
4. The Court further authorizes the County to pay fire fighter insurance coverage on behalf of the firefighters covered by this order.
5. The Court further authorizes the County to pay for Training Center property insurance coverage on behalf of the Firefighter’s Association annually upon presentation to the County Auditor.
6. It is further ordered that the payments to each individual Department as set out above shall be made through the Association and conditioned on the Association certifying that each such department has complied with the provisions set out in Exhibit "A" which is attached hereto and made a part of this order.
7. The County Judge is authorized to execute any related documents necessary to carry out this order. Copies of this order shall be provided to the County Auditor, Director of Emergency Management and to the President of the Association.
