Approve sole source exemption from competitive bidding requirements for the purchase of Thomson Reuters Print and Proview (print publications) and ebooks, per the attached sole source justification information.
Per local government code 262.024. Discretionary Exemptions. “(a) A contract for the purchase of any of the following items is exempt from the requirement established by Section 262.023 if the commissioners court by order grants the exemption: (7) an item that can be obtained from only one source, including: (A) items for which competition is precluded because of the existence of patents, copyrights, secret processes, or monopolies; (B) films, manuscripts, or books;”
In addition, this purchase is funded by the District Attorney’s FY 2026 budget.
Further, that the County Judge be authorized to sign any documents or amendments related to this agreement; and that the final documents be authorized to attach to the minutes.
